Barangay Baldat took center stage in shaping the future of its coastal waters during a two-day Participatory Coastal Resources Assessment (PCRA) conducted on January 15–16, 2026.
Organized by Culion Foundation, Inc. (CFI) in partnership with Forest Foundation Philippines, the assessment brought together fishermen, farmers, women, youth, government representatives, and members of the academe. Local associations—including the Baldat Fishermen and Farmers Association (BAFFA), Baldat Fishermen’s Association (BAFISO), and the Baldat Women’s Association—played crucial roles in the collaborative effort.

The PCRA team gathered initial socio-ecological baseline data on Baldat’s coastal environment while identifying key threats to marine resources. Local knowledge proved invaluable, with women-led groups contributing insights that will inform future, science-based Marine Protected Area (MPA) planning processes. Through facilitated discussions and workshops, stakeholders shared their experiences and co-developed practical solutions tailored to the community’s needs.
An initial participatory resource map of the barangay was also created, establishing a foundation for validation work and future coastal resource management strategies.

The assessment marks the beginning of an ongoing and iterative process. Upcoming steps include biophysical habitat baseline assessments to validate PCRA findings, additional community consultations to ensure transparency and sustained engagement, and a public meeting where residents can review and provide feedback on the results. All findings will be consolidated and documented in a publicly accessible report, ensuring that the Baldat community remains at the heart of coastal decision-making.
